Introduction

 

Welcome to the pre-application consultation website for the proposed Earthmovers Phase 3 development. This consultation provides an opportunity for the local community and stakeholders to review and comment on the proposals before a full planning application is submitted.


The forthcoming application seeks full planning permission, notwithstanding the fact that existing planning permissions are already in place for development on this site. The proposals represent an optimised scheme that better meets operational requirements while maintaining compliance with local planning policy.

About the Site

 

The proposed development site is located to the rear of Earthmover’s House, within Llantrisant Business Park. The land is part of an established employment area and has been previously approved for industrial use under earlier planning permissions.


The wider site is currently used in connection with Prichard's business operations, and the proposed development will enhance its functionality, efficiency, and sustainability.


Development Proposals

 

The Earthmovers Phase 3 proposals include:


  • Expansion of Vehicle and Plant Depot – enhancing the efficiency of the site in operating and managing a fleet of vehicles and machinery that operate on projects across RCT and the region.
  • Enhanced Storage Facilities – Additional covered space for storage of essential equipment and materials.
  • Improved Access and Internal Circulation – Upgrading site access and internal roads to facilitate safer and more efficient movement of vehicles.
  • Landscaping and Environmental Enhancements – Integrating sustainable drainage solutions (SuDS) and additional green infrastructure to enhance biodiversity

The proposals deliver multiple benefits, including:

  • Minimising noise impacts through improved site layout and acoustic screening.
  • Unified Noise Management: Unlike the previously consented scheme, which allowed multiple operators on-site, this proposal establishes a single operator model. This brings key benefits, including:
  • Consistent Noise Management – A single operator ensures a uniform approach to noise mitigation, preventing uncoordinated activities that may lead to increased noise levels.
  • Better Scheduling of Operations – With one operator, vehicle movements and machinery use can be strategically scheduled to avoid excessive noise peaks.
  • Increased Accountability – A single operator is fully responsible for adhering to noise restrictions, making monitoring and enforcement more effective.
  • Reduced Potential Noise Sources – Unlike multiple businesses each operating different equipment, the single-operator model minimises the number of concurrent noisy activities, reducing cumulative impacts.
  • Retaining and enhancing existing trees and hedgerows, contributing to biodiversity.
  • Implementing Sustainable Drainage Systems (SuDS) to improve water management and mitigate flood risk.
  • Incorporating energy-efficient construction methods and potential for renewable energy integration.
