Llantrisant Recycling Centre
Consultation
.
Introduction
Thank you for visiting this pre-application consultation website for the proposed redevelopment and improvement works at Llantrisant Recycling Centre.
We value your feedback and invite you to review the details of the proposed development, which seeks to enhance the site’s operations, improve environmental performance, and strengthen its contribution to recycling and sustainability in Rhondda Cynon Taf (RCT).
About the Site
Llantrisant Recycling Centre is a key facility for Rhondda Cynon Taf, providing essential waste management and recycling services. The site is split into two areas:
- Community Recycling Facility (southern section): Open to the public, this area allows residents to dispose of and recycle household waste.
- Private Recycling Facility (northern section): This area is dedicated to the storage, sorting, and processing of recyclable materials, supporting the region’s circular economy and sustainability objectives.
The site is strategically located within the Llantrisant Business Park industrial estate, bordered by industrial units and the Royal Mint.

Development Proposals
The redevelopment aims to enhance the site’s functionality, environmental sustainability, and integration with the surrounding landscape. Key features include:
- A new steel-framed structure will house recycling operations, improving material recovery rates, reducing environmental impacts, and streamlining processes.
- A landscaped bund with extensive tree planting will screen the site, mitigate visual impacts, and create new habitats, achieving a biodiversity compensation ratio exceeding 3:1.
- Rooftop solar panels will generate renewable energy, and rainwater harvesting systems will support fire suppression and dust mitigation.
- Sustainable drainage (SuDS) features, including an attenuation pond, will manage surface water runoff and protect the nearby Nant Muchudd watercourse.
These enhancements align with national and local policy objectives to promote sustainable waste management, protect the environment, and contribute to the circular economy.

Key Benefits of the Development
The proposals deliver multiple community and environmental benefits, including:
- Supporting RCT’s Recycling Targets: By improving processing efficiency and material recovery rates, the development will help RCT achieve its ambitious waste recycling and landfill reduction targets.
- Environmental Improvements: The enclosed recycling operations will reduce noise, dust, and odour impacts, enhancing environmental performance.
- Biodiversity Gains: Significant landscaping and planting will enhance biodiversity and integrate the site into its urban fringe surroundings.
- Energy Efficiency: Renewable energy features and sustainable drainage systems contribute to a low-carbon, climate-resilient development.
- Economic and Employment Benefits: The redevelopment supports local employment and strengthens the site’s role in the regional economy.
Technical Assessments
Comprehensive technical assessments have been undertaken to ensure the development meets high environmental, safety, and operational standards including:
- Noise Impact Assessment: Demonstrates compliance with acceptable noise thresholds for neighbouring properties.
- Air Quality and Dust Assessment: Confirms effective dust and odour suppression measures are in place.
- Tree Survey, Landscape Planning and Appraisal: outlining the landscaping strategy and tree planting to enhance biodiversity whilst ensuring the proposals sit comfortably within their setting.
- Coal Mining Risk Assessment: Confirms site safety and stability.
- Drainage Strategy: Outlines sustainable drainage measures to manage surface water and protect the adjacent watercourse.
These assessments have informed the proposals and demonstrate the robust design and mitigation measures embedded, ensuring the development is environmentally sustainable and aligns with local and national planning policies.
Planning Policy Compliance
The development complies with key policies in the Rhondda Cynon Taf Local Development Plan (LDP), including:
- Policy CS9: Supports waste management facilities serving regional needs.
- Policy AW8: Enhances biodiversity and green infrastructure.
- Policy AW12: Promotes renewable energy and sustainable practices.
The proposals also align with national policy objectives in Planning Policy Wales and Technical Advice Note 21: Waste, supporting sustainable waste management and environmental protection.
